Warnings About the October 7 Attack, The Other Dimension

Three years ago, Hamas carried out a large-scale surprise attack against Israel during which1,200 people, mostly Israelis, were killed and  253 Israeli and foreign citizens were taken hostage.  

Since then, Prime Minister Netanyahu has been criticized for failing to foresee the attack, for not heeding the warnings, and for not taking the necessary measures to prevent it. During the past few weeks, with reports of warnings by the UAE and Egypt about an imminent Hamas attack, this criticism has gained a further dimension, creating a problem for Netanyahu ahead of the October 27  legislative elections which will determine the governing coalition.

“Retreat” or “Normalization of Relations”?

In the military context, the word “retreat” means “the usually forced withdrawal of troops from an enemy or from an advanced position”. In a broader context, it is defined as “an act or process of withdrawing especially from what is difficult, dangerous, or disagreeable”. [i] For obvious reasons, the word is anathema to politicians. They prefer expressions like “revision” or “updating” of policy. But in Türkiye, the ruling Justice and Development Party (AKP) avoids even using such expressions as they might be conceived as an admission of error. It prefers to refer to its foreign policy reversals as “normalization of relations”. How we ended up having an abnormal state of relations with others is not an issue.

Turkey’s Middle East Policy Coming Full Circle

The so-called “Friends of Syria Group”, now history, held its first meeting in Tunis on February 24, 2012.  On April 1, 2012, it met for the second time in Istanbul.

Later that month in 2012, Turkey’s Foreign Minister delivered a major foreign policy speech in the parliament. Emphasizing the genuine desire for change underlying the Arab spring, he declared that attempts to explain the current developments with plans imposed from abroad and external conspiracies were primarily an insult to the honorable peoples of the region.

US Diplomacy in a Higher Gear

With the November 3 presidential election approaching, the Trump administration’s Middle East policy has shifted into a higher gear. It began on January 28 with the unveiling, by President Trump and PM Netanyahu, of the “deal of the century”, officially called “Peace to Prosperity”. On August 13, the UAE became the third Arab country to have diplomatic relations with Israel. Saudi Arabia announced that it would allow flights from “all countries” to cross over its airspace on flights to or from the United Arab Emirates. Thus, El Al was able to fly a joint US-Israel delegation to Abu Dhabi, through Saudi airspace.
