On November 11, 2025, Reuters, under the heading “Partition of Gaza a looming risk as Trump’s plan falters”, reported that a de facto partition of Gaza between an area controlled by Israel and another ruled by Hamas is increasingly likely, with efforts to advance President Trump’s plan to end the war beyond a ceasefire faltering.

Last Tuesday, July 22, Mr. Jean-Noël Barrot, French Minister for Europe and Foreign Affairs, in response to a question about his “virulent earlier reaction to the new ground offensive in Gaza”, said that France utterly condemns it and calls for an immediate ceasefire, the release of all the hostages held by Hamas, a Hamas that must be disarmed, and the completely unimpeded entry of humanitarian aid into Gaza. He criticized the Israeli Government’s militarized system of food distribution that has caused the deaths of nearly 1,000 civilians in the past few weeks.” Earlier, he had said that the operations of the Gaza Humanitarian Foundation have led to a blood bath.

Despite optimistic remarks by President Biden, the ceasefire and hostage release talks in Cairo failed to make any progress. The release of all hostages was never in the cards, unfortunately, since they happen to be Hamas’s principal bargaining chip until the end of the war. But even the freeing of some, alongside a temporary ceasefire, would have been an achievement. Washington now says that the ball is now in Hamas’s court.

On May 7, 2021, China initiated a virtual discussion at the UN Security Council on the future of the Organization and the international order.
In remarks to the Security Council, Secretary Blinken, after thanking China for the initiative, underlined respect for international commitments, particularly the legally binding ones such as the UN Charter, treaties and conventions, UN Security Council resolutions, international humanitarian law, and the rules and standards agreed to under the auspices of the World Trade Organization and numerous international standard-setting organizations.

As a minimum, Terrorism involves the intimidation or coercion of populations or governments through the threat or perpetration of violence, causing death, serious injury or the taking of hostages.”

The Hamas assault of October 7 and Israel’s military response with total disregard for civilian life have both drawn harsh criticism worldwide, most notably by the UN Secretary-General Guterres. It has inevitably led to questions about the future of the Palestinian problem. Unfortunately, Secretary Blinken’s recent trip to the region has not accomplished much other than diverting some attention from IDF’s operations in Gaza. Now, even the Western partners of Israel are feeling compelled to balance their support for Tel Aviv with calls for “cease-fires”. In recent days, Israel declared four-hour pauses to allow the Gazans to escape the fighting in the north and thus contain growing international reaction to the humanitarian catastrophe in the Strip, and to gain time to fight Hamas to the bitter end, at least in northern Gaza.
