Turkish-American Relations Under Strain

On May 16, 2017 Presidents Erdogan and Trump had talks in Washington. A few days before the visit I had said:

“…neither Ankara nor Washington can afford a too rocky relationship with too many ups and downs. They need one another and a reasonably steady relationship. So, the uneasy, unhappy alliance will continue.” (*)

On December 28, 2017, the Turkish Embassy in Washington issued a statement which welcomed the decision of the U.S. to resume regular visa procedures by lifting the restrictions applied to Turkish citizens and said that in accordance with the principle of reciprocity, restrictions on visa services applied to American citizens had been lifted simultaneously. In early April 2009 Mr. Obama visited Ankara on his first trip abroad as US President. His address to the Turkish Parliament was full of praise for Turkey’s “strong, vibrant, secular democracy”. In May 2013, Prime Minister Erdogan visited Washington. Remarks made by the two leaders at their joint press conference reflected nothing but a cordial and strong relationship. Turkey-US: The Uneasy Alliance

In his address to the United Nations General Assembly on September 24, 2013 President Obama said:
“… And our approach to Egypt reflects a larger point: The United States will at times work with governments that do not meet, at least in our view, the highest international expectations, but who work with us on our core interests. Nevertheless, we will not stop asserting principles that are consistent with our ideals, whether that means opposing the use of violence as a means of suppressing dissent, or supporting the principles embodied in the Universal Declaration of Human Rights…”

In fact, this has been US policy for decades. President Obama only stated it clearly. Key elements of his formulation were “highest international expectations”, “core interests” and “asserting principles”.

Vice President Biden’s Upcoming Visit to Turkey

On April 6, 2009 President Obama addressed the Turkish Parliament (1). His remarks were full of praise for Turkey. He said:
“… This is my first trip overseas as President of the United States. I’ve been to the G20 summit in London, and the NATO summit in Strasbourg, and the European Union summit in Prague. Some people have asked me if I chose to continue my travels to Ankara and Istanbul to send a message to the world. And my answer is simple: Evet — yes. Turkey is a critical ally. Turkey is an important part of Europe. And Turkey and the United States must stand together — and work together — to overcome the challenges of our time…”

On May 16, 2013 PM Erdogan was in Washington. Following their talks at the White House, the President and the PM held a joint press conference. Again, the President heaped praise on Turkey and the Prime Minister (2). He said:
“It is a great pleasure to welcome my friend, Prime Minister Erdogan, back to the White House…
“This visit reflects the importance that the United States places on our relationship with our ally, Turkey, and I value so much the partnership that I’ve been able to develop with Prime Minister Erdogan…” Okumaya devam et

On May 24, 2016, Turkey’s new Prime Minister Binali Yıldırım introduced his government’s program in the Parliament. Government programs hardly get any public attention because they routinely reiterate lofty principals, announce visionary policies and contain endless promises. This is Turkey’s 65th government. The Long War Against ISIL

In March, 2013, Free Syrian Army troops and Islamist rebel forces, including al-Nusra captured Raqqa. Soon, however, members and flags of the Islamic State appeared. By early 2014, ISIL had taken complete control of the town. Since then Raqqa has remained ISIL’s stronghold in Syria, capital of the so-called caliphate.

Fallujah lies 57 kilometers (35 miles) west of Baghdad. ISIL captured Fallujah at the beginning of January 2014. Following are passages from Washington Post’s January 3, 2014 account of what had happened:
“A rejuvenated al-Qaeda-affiliated force asserted control over the western Iraqi city of Fallujah on Friday, raising its flag over government buildings and declaring an Islamic state in one of the most crucial areas that U.S. troops fought to pacify before withdrawing from Iraq two years ago…
“… The upheaval also affirmed the soaring capabilities of the Islamic State of Iraq and Syria (ISIS), the rebranded version of the al-Qaeda in Iraq organization that was formed a decade ago to confront U.S. troops and expanded into Syria last year while escalating its activities in Iraq. Roughly a third of the 4,486 U.S. troops killed in Iraq died in Anbar trying to defeat al-Qaeda in Iraq, nearly 100 of them in the November 2004 battle for control of Fallujah, the site of America’s bloodiest confrontation since the Vietnam War…”

Turkey Needs to Build Trust

In a world of contradictions foreign policy is no exception. The West, for example, always takes care to wave the democracy flag but can become oblivious to democratic values in its dealings with Middle East tyrannies. Russia constantly underlines that it is up to the people of Syria to determine their own future but becomes less generous when the question becomes the people of Ukraine determining their future. Nevertheless, they all somehow try to make their contradictions less conspicuous; devise ways and means to justify them; draw attention to what is doable and what is not and thus bridge the gap between words and deeds. Turkey understandably cannot be the exception to the rule. Turkey’s Metamorphosis

The EU summit held in Brussels on December 17, 2004 decided that accession negotiations with Turkey would start on October 3, 2005. The process was accordingly launched at the Luxembourg Intergovernmental Conference.
This was two years after the Justice and Development Party’s (JDP) coming to power when “democratic reform” appeared to be high on the agenda.
In early April 2009 President Obama visited Turkey. He addressed the Turkish Parliament and referred to Turkey’s strong, vibrant, secular democracy as Ataturk’s greatest legacy.
Turkey’s contribution to regional stability was highly valued.
Six years later we still have the JDP in power but another Turkey.
