The Russia-Africa Summit and Black Sea Grain

The center of interest of the past week was the second Russia-Africa Summit which took place in St. Petersburg on July 27-28. The US and some of its allies were delighted that only 17 heads of African states attended this year’s meeting, less than half of the 43 heads of state that attended the first conference in 2019. This must have been a disappointment for Moscow. Nonetheless, during his bilateral meeting with President Putin South Africa’s President Ramaphosa said what is particularly pleasing is that Russia conducts its relationship with Africa at a strategic level, and it conducts it with a great deal of respect and recognition of the sovereignty of African states. Russia has continued to be supportive of Africa as it did in the past, even during the days of the Soviet Union. [i]

Last week, Japanese Prime Minister Fumio Kishida visited France, Italy, Britain, Canada, and the US. In the background was the war in Ukraine, China’s growing military might, North Korea’s becoming a de facto nuclear power, and Japan’s “National Security Strategy”, made public on December 16, 2022.

Strategic or Suicidal Global Competition?

On June 15, the New York Times reported that heat waves are becoming more frequent, hotter, and longer-lasting than in previous decades, according to scientists. The US National Climate Assessment noted in 2018 that the frequency of heat waves had jumped from an average of two per year in the 1960s to six per year by the 2010s. The heat-wave season in the United States has stretched to 45 days longer than it was in the 1960s, according to the report. Carbon dioxide and other greenhouse gas concentrations are increasing, temperatures are warming, sea levels are rising, and ice extent and glacier mass are decreasing.[i]
