Ukraine’s Options Narrowing Down

Last Friday, European Union leaders, after having failed to reach a consensus on using frozen Russian assets, decided to provide Ukraine with a 90-billion-euro loan over the next two years.

“We committed, we delivered,” said European Council President António Costa. “At the same time, we gave a mandate to the Commission to continue working on the Reparation Loan based on Russian immobilized assets. On top of that, we have agreed to roll over our sanctions against Russia.”

Defining Days for Ukraine and Russia-West Relations

Over the past month, the world has remained focused on what was likely to prove the climactic episode of the Russia-Ukraine war.

In early July, President Donald Trump issued his harshest criticism of President Putin, stating that Washington was restarting its arms shipments to Ukraine to respond to Russian attacks on civilians. In the following days, he said, “We’re very unhappy with Russia and we’ll be doing very severe tariffs, at about 100%.” Then, Mr. Trump gave Russia a 50-day deadline for a ceasefire.

EU Foreign Policy: A View from the Middle East

The war in Afghanistan and the invasion of Iraq damaged Washington’s claim to world’s moral leadership, particularly America’s public discourse on spreading democracy. Russia and China did not entertain such claims. This left the world with the EU for inspiration. Democracy promotion, however, depends on a robust foreign policy as well as consistency.

Official website of the EU says that foreign and security policy, which has developed gradually over many years, enables the EU to speak and act as one in world affairs; that acting together gives the EU’s 28 members far greater clout than they would have if each pursued its own policies. It also states that the 2009 Lisbon Treaty has strengthened this policy area by creating:

  • the post of EU High Representative for Foreign Affairs and Security Policy, and,
  • the European External Action Service (EEAS) – the EU’s diplomatic corps.
