Growing Resistance to a New Cold War

The major headline of the past week was the agreement of G20 countries on the New Delhi Leaders’ Declaration. The Western media generally reported that the leaders underscored that all states must act in a manner consistent with the purposes and principles of the UN Charter in its entirety; they must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state; and that the use or threat of use of nuclear weapons is inadmissible. However, there was some disappointment because the Declaration avoided any mention of Russia. The Bali G20 Leaders’ Declaration of 15-16 November 2022, mentioned Russia by name whereas the New Delhi Declaration only mentions the fundamental principles of the UN Charter, although who the addressee is amply clear.[i]

The US-China-India Triangle

I have just finished reading Odd Arne Westad’s book titled “The Cold War, A World History”. It is indeed a remarkable book giving the reader deep insight into the period extending from the end of the Second World War to the dissolution of the Soviet Union. Since Indian Prime Minister Modi’s visit to the US made headlines last week, at least after the loss of the Titan submersible, I again read what he said about the Cold War and India to get a better perspective of what lies ahead in terms of India-US, and India-China relations. The following largely reflects my understanding of his views on India’s foreign and security policy during the Cold War.

Toward Protracted War in Ukraine

On April 27, at a meeting with the Council of Lawmakers, President Putin accused the West of always pursuing a policy of containing Russia. He said no one could imagine the creation of an “anti-Russia” on historical Russian territory. He claimed that Ukraine was pushed into direct confrontation with Russia and the Ukrainian people were allotted the destiny of “expendable material.” He said,
